The removal of children across the EU

Recently Meg Munn MP was pleased to meet Ms Olga Borzova from the Social Affairs Committee of the Parliamentary Assembly of the Council of Europe on her visit to parliament. Ms Borzova, a Russian member of the committee, is writing a report on the legislation and practice of the removal of children from their families across a number of EU countries.

The study is seeking to determine whether there has been an increase in unwarranted removal decisions and if there is a pattern to these decisions. The committee is keen to know whether removal of children takes place disproportionately in migrant families or from minority or poor socioeconomic backgrounds.

Ms Borzova’s wishes to identify good practice and wants to make recommendations for the improvement of national laws, or guidelines in Council of Europe member states.

"As an experienced social work professional and current Chair of the Child Protection All-Party Parliamentary Group I found our discussion about these issues to be fascinating. It is clear that countries have a number of different systems in this area, which have developed over many years.

Our system will undergo reform when the Children and Families Bill becomes law. I do worry that a focus primarily on quicker decision making may mean that children and families’ rights are neglected. I look forward to seeing Ms. Borzova’s research and being able to compare our system with our neighbours."
